शैले शैले न माणिक्यम् मौक्तिकम् न गजे गजे
साधवो न हि सर्वत्र चन्दनम् न वने वने
shailay shailay na maaNikyam mauktikam na gaje gaje
saadhavo na hi sarvatra chandanam na vane vane
The meaning is pretty obvious. But still, some words which could need clarification are
shail - mountain; maaNikya - ruby or gems; mauktikam - pearl; saadhavaha - gentlemen
Every hill does not contain rubies, and pearls are not to be found on every elephant
Gentlemen are not found everywhere and sandalwood is not found in every forest
Bottomline, when you draft a policy, do not be too idealistic :)

Sadhu (whose modified form sadhavo has been used above) actually means one who continuously meditates/concentrates on God
